Quality enhancement is high on the agenda. Competition between institutions based on benchmarking and external accreditation have been introduced in many systems during the last decade and this obviously has led to insights of whether higher education is delivering quality. A new dimension has been added recently, focusing on excellence, world-class etc., taking quality to another level.
Much of the quality enhancement agenda seems to have spurred debates on measurable items and in rather technical terms: how to increase publications, citations, patents, and grants acquired? But the more difficult questions have not been fully addressed yet:
- How can quality be enhanced in the area of teaching and learning?
- What does quality enhancement regarding serving society mean and imply?
- What are best practices in governmental policies regarding quality enhancement?
- What are institutional experiences regarding quality enhancement?
